It is from IP address. If you vote from a phone you can vote every time you connect to a different WiFi connection or every time you hit a different connection tower.

Hey we have kept tenth place for three months now. So big pat on the back for that. We should strive for higher with the constant updates we are getting. So please click that vote button. Right now we are 30 from 9th place. Lets give the staff something in return for their hard work.(even though some things we love or hate it still constantly evolves)

I vote every day from multiple devices and IP address' and still we cannot push to the number 1 spot. Maybe I am remembering this wrong but I though I recalled a time when we competed quite handedly for the number one spot constantly. Do we just lack the voters that much now or is it a problem of the top 5 MUDs just have that many more voters than us now?

Every 12 hours for TMS every 24 hours from TMC from the time you click the vote button. The log site actually has a countdown timer for you.
