No, it was the exact same crossbow and the exact same character casting haste on mine. It was literally just a different day.

I don't want to be annoying, but is there any update on this as to whether the current implementation is a bug or whether it will/has been changed?

After the monthly I went back to getting speed enhancement from GM haste on 6 spd enchants.
