Have you tried different materials? Anecdotally, it seems like since the enchantment changes, sturdier (require repair less often) items take fewer additional enchantments than similarly innate enchanted similar quality material. Disclaimer: this could be a superstition thing or completely in my head.

Useless? Yes. But not for the reasons you think.

I don't know about you, but I don't know the difference between lorica hamata and leather kusazuri.
