If they don't log the hours to hold onto the original container why adjust the code to give them even a crappy backpack? Let them find their own solution.

Is there an 'outfit' command in the mud for newbies? Perhaps allowing Hoarders to get the newbie set of equipment wouldn't be too crazy.

One question, and this may have already been covered but I am just chiming in. What if a characters spends a lot of time adventuring in the wilderness moving around a lot, does this not count as time spent towards keeping gear?
