I think a very simple solution to hoarding would be to stop flagging items as limited or unique.
If -everybody- can have it, then there is no need to hoard it. The difficulty of getting there is the only thing that matters. Which means, if you're good at pve go get it and if you're not, bash the face of someone who is and pvp-steal it from them.

What the heck is wrong with telling someone IC that they aren't to touch some items you left somewhere, IC, for another player-character? There's nothing stopping them from making the IC decision to say "[REDACTED] you, I'm grabbing tha lewt" and dealing with the consequences of their actions, also IC. And if they choose not to because their fear said consequences, that also sounds like IC decision making.

Are we really at the point of saying that we need even more OOC mechanics to protect [REDACTED] PKers from being delooted in an IC manner? Good heavens.

McBeth hits the nail on the head, I feel. Are we allowed to 'request' that nobody grab the armor because someone is 'planning' on giving it to another character? Is ardith allowed to be pissed IC about the person who took the armor? Because from an IC sense, he did swipe it up from underneath his nose without asking. That is something worth getting a little pissed about.

Though I like the idea of trying to cut down on hoarding, its tough for me (someone whose opinion doesn't actually matter) to follow how this would play out ICly.
