I won't really divulge too much publicly. While the ultimate purpose (and inevitable outcome) of this event will involve the changing of bounty NPCs, there will still be some room to effect other aspects of things.

If there's something to change about bounty hunters, you could give them weapons. The weaponless dwarves which now spawn in Zhenshi are a low blow to a tribunal which is already pretty much vacant because it's coded to be weak.

Thank you for your input. The decision about HOW to balance all of the bounty NPCs to make them effectively the same has been made by the staff already, and it does not include outfitting them with weapons (the one instance that has weapons will be stripped of them).
