For the main task of strength in most classes giants and minotaurs use, dealing damage, 25 strength on both races would not, in fact, make the minotaur on par with the giant. The race-size bonus will always put the giant in first place, meaning that even with 25 strength on both races, the giant is perceivably "stronger" than the minotaur with the same muscles.

What would occur with 25 strength on minotaurs is probably less to do with that and more to do with the utility of having all that carrying capacity to throw around, to say nothing of whatever accuracy bonuses occur between 24 and 25. But even then, there may still be race-size modifiers in play that will still make equal strength footing a moot point.

We don't have access to the mechanics that would really reveal what's at stake.
