As far as I can tell, skills generally require more or less the same number of checks to provoke a skill gain tick, and the same number of ticks to bump to a new skill rank. The simple result of this is that skills which are checked frequently get to master a lot faster than those checked infrequently. Specialize, like finesse, seems to be checked for every attack -and- for every attempted eparry, and so skyrockets.
I really think that skill gains should be reevaluated to based on the difficulty of getting the skill to be checked, not just on how often it gets checked. My immediate thought on this is that casters probably get shafted for mastery versus non-casters, since combat abilities that get checked multiple times in a round tend to solve themselves, quickly.
