In his defense, I had once spent a long time trying to master rallying cry (literally days). I was modded for max INT, WIS, and lower level mana mods (so I didn't go over my 6) and I practiced and practiced. A few times I had a bard help me. I practiced and practiced and practiced and practiced.... I got better a few times, but I never mastered it, and damnit I tried. It is easy to say "use rallying cry frequently" but depending on the character the chances of you using it constantly is limited. Based on ME costs alone you can do it anywhere from 4 to 10 times on one mana pool. After that you either have to wait to naturally regenerate mana (which is slow as hell) or get someone to help (which is limited to bards and priests of a certain sort, neither of which are readily available to just SIT there and help someone for hours).

Whoever says rallying cry isn't a great skill it is lying to themselves. Retreat is the obvious top dog, but rallying cry is an amazing and powerful skill, especially if you're rolling in charisma.
I'm not saying we should make it easier to practice, but most of you seem to be dismissing the challenge of mastery in this case, to which I say the struggle is real.

Most people overestimate the value of mastery.

If it's not an auto-skill, who cares. Find the NPC to get it to superb and then eventually you'll master it. If there isn't a superb teacher, send an angry pm to Sadr.

My 50 year old human sorcerer doesn't have charm person, sleep, or petrification mastered (among other less important spells, such as fly/invis/etc), and just mastered all the enchant spells within the past 10 weeks. Idgaf.

I didn't have much trouble improving rallying cry to mastered. I would suggest getting some wis mods and int mods.
