A very good point, I never understood the reasoning behind not allowing someone to spend tokens on the character that they obtained them with.

As a past inactive leader, I agree that something should be done.
Perhaps there could be additional requirements that a leader has to perform.
Almost like weekly or daily challenges.
Killing a certain number of NPC bounty guards, attacking an enemy keep. Landing a Pk on an enemy. I'm unsure what other requirements could be.
Perhaps a weekly or bi-weekly update to diplomacy?
Leader has to RP that they are still at war with another faction and both sides have to *redeclare* war. Same holds true for alliances.

Perhaps each of these requirements could give a bonus to the tribunal or cabal.
If 5/5 are met in a week, then for the next week, NPC casters are able to cast via order. Or the faction gains a victory-type bonus. I'm unsure what other bonuses could be.

Also, a vote system(I know the empire isn't a democracy).
There should be a way to obtain an approval rating from your faction members. Anonymously submitted. If your approval rating falls low enough, you should be stripped of your flag but should not receive the penalties as if you lost your flag due to inactivity.

TL;DR
Weekly Challanges a leader must perform.
- Bonuses for completing Challanges. (Bonuses should benifit your trib members MORE than the leader. But leader still gets some bonus.

Voting system/approval rating.
- low approval rating results in stripping of leader flag. Weekly check.

Properly, there already are. And some of those are excessive as it is.

What? No. Farming bounty NPCs instead of enemy faction members is for trolls.

Maybe, but if this is the case then staff needs to enforce against people who will not come out of hiding until there are 3* more of them than the one attacking.

More than a few people would vote for or against players and not characters. This is not a good option, either.

Welp, there go my ideas.
They were general ideas as well. I know npc farming would be a hot topic of disgust.
But if you have to kill some trib guards or something, one might find themselves forced to do it while enemies were online, drawing a pvp fight.
Again, general ideas.

I'm fine with the engaging in PK idea, but it requires staff oversight. If a trib member is getting TBs that enemy X is in their base killing their mans but won't come engage because it would be a 1v1 instead of a 1v3+, then the staff needs to step in because now there's more than just really, really bad rp on the line.

Allowing faction members to bid hours for leadership takes the imms out of the equation. There is no room for imm favoritism accusations and no ability to sit on a leadership flag (at least it is much harder to do so).

I agree that this is a frustrating problem. It would be one thing if it were n00bs regularly ganging up to try to take out a vet player, but more often it's multiple vet players ganging up to take out one solo opponent, n00b or vet alike. Personally, I'm interested to hear suggestions about how to incentivize more fair, sporting competition, and to dis-incentivize the pathetic gang-maulings, if anybody has legit ideas to encourage that.

I think that may be a whole other kettle of fish than what's being discussed here. While I agree with your stance, my call for oversight was in the event that PK becomes a necessary requirement as a "weekly leadership challenge."

EDIT: Btw, ostensibly the staff already has a means of countering at least some of the "pk only seems to happen when it's a pathetic gang mauling" situation that seems to be the norm right now. It's been done in the past and it's all justified by the "rp enforced" part of SK.

We could have a functioning arena system. There's more than one coliseum type structure in Pyrathia. Ideally, maybe each kingdom has one. It should function 24/7 instead of only during special events.

You should be able to buy a pass, get teleported to the arena floor, and fight your opponent. This has been done for special events in the passed. I'm not sure why it hasn't been put out there permanently.

People don't like the idea of hello kitty safe Pk zones.
I'd like to see an area like this. Perhaps being in this arena for more than 5 or ten minutes would greatly decrease your logged hours. Something to avoid camping the safe-zone.
