The following decree is issued effective immediately.
Recent events make it clear that the future of the Empire of the Bright
Star cannot be secure so long as adventurers are permitted to adventure
outside Imperial networks. Therefore, the Empire recognizes ONLY the
following classes of adventurers as authorized to walk the realms:
Legionnaire - A citizen serving on active duty in the Imperial Legion
Imperial Citizen - A citizen of the Empire in good standing
Adventurer - A non-citizen vouched for by the Midnight Council
The Legions are ordered to maintain lists of recognized adventurers and,
for the safety and protection of the realm, to purge Pyrathia of any found
adventuring who are not in good standing within the Empire.
The list of approved Adventurers will be maintained on Empire boards.
Speak to a Legionnaire if you wish to be recognized as such.
