I walked through a rift into the Taslamar inn, and ran into a Templar, since I'm banished. (Pretty sure the crimes are all paid for, if that matters.)

Any reasons as to why the guards killed me instead of banishing me, or even arresting me as they should?

A brutish-looking man stands impassively at the door watching the crowd.

The Kitchens
The noise and heat of this busy kitchen assaults the senses. A heavy
wooden table is set in the centre of the room, cluttered with raw foods
and utensils, surrounded with harassed staff preparing meals for the
seemingly insatiable custom of the inn. Three heavy iron stoves are set
above the large hearth that dominates the north wall, and set over the
roaring fire beneath the stoves is a side of beef slowly turning on a
spit. Large vats of water full of dirty crockery sit against the wall to
the east. The hustle and bustle is unceasing as the serving wenches
ferry food and drink to and from the taproom through the door to the
southwest.
Obvious exits: sw rift
A magical rift is glowing violently in the mid-air.
An old woman is here, bellowing instructions at the kitchen staff.

The Courtyard of the Hart and Rose
You are in the cobbled courtyard of the Hart and Rose. A high brick wall
separates the yard from the main roads to the east and south. Set into
the wall is a tall, wrought iron gate that opens out onto the Cross to
the southwest. Verdant green ivy, tangled with the sweet, golden blooms
of honeysuckle and rambling red Taslamaran rose clamber over the dark
timbers and whitewashed wattle and daub fascia of the Inn that looms in
from the east side of the courtyard. An oak door leads into the taproom,
noise and light spilling out into the yard occasionally as somebody
comes or goes. Shadows move behind the expensive, opaque glazing of the
ground-floor windows, indicative of the inn's heavy trade.
It's raining very hard, hot, and very, very windy.

This has happened to me once too. Heck, a bunch of Peacekeeper NPCs had actually stunned me, and then this one I'd fought before came over and killed me.

My suspicion is that when you started fighting back with spells (active abilities), the NPC changed from the "I'm arresting you" mode to the "You're trying to kill me" mode. And so you get the track & kill response you'd get from the typical high-level monster. That would explain my case as well.

But that's only a guess. Anyone else encountered this?

Zhenshi Law Office
The distinct lack of chairs in this office indicates the common Zhenshi

the laws of Zhenshi may find ample time (though not space) to contemplate
their actions.

And you were able to keep detects up from a no-magic room?
Something doesn't seem right with that.

Maybe this has changed, but the years ago when I was in a tribunal, you could set a guard to mode kill and they would just kill their target instead. As far as the detects go, if you go into a nomagic room by being transferred there (such as surrendering) the magic effects on you aren't automatically dispelled as if you had gone in there via a regular entrance.

The same thing happened to me that happened to Tragonis. I don't ever remember being banished, but when I was let out of jail, I got attacked. What's with this?

When you are in jail turn auto surrender on. Problem solved.
