Do the changes make it possible to be competitive at Master?

I don't think that equipment is the only incentive for people to be trying to hit GM. Most spells increase in level. A level 50 MV, or a level 50 charm person, or a level 50 shield, or a level 50 (continue inserting several spells here) makes a difference.

Even spells such as 'enchant armor', have a higher rate to land double (brilliant glows) when at GM. Or at least, that seems to have been my observation thus far. Maybe I'm being a nutter.

All in all though, this update did contribute to characters being complete at master level. Especially due to the whole enchantment thing. I don't necessarily see the need for it to work that way, but it should appease those people who've had trouble leveling or consider it too tedious to bother with. That alone makes it worth it.

BTW...first ten levels of enchantments means ...

You can take an item that is your level or lower, then cast an enchant spell on it five times. And the two levels it gains per cast will not count against you?

So you can be level 45 and take a level 44 weapon and enchant it five times to make it near god-like (lvl 50) but you could still keep it at level 45?

...or a level 41 can take a level 40 object and enchant it to GM and still keep it?

You stop gaining hp and pe at master, though you keep getting mana.

I asked Dulrik if we could front load HP, ME, and PE, and he said that its already something he did long ago. You get more of your stats earlier on.
