How would you like to see bounty NPCs changed?
Change their frequency to be as mentioned in the first post 33%  33%  [ 4 ]

I hate bounty NPCs. Law enforcement of a country should be represented by the guards in the city, and a few STATIC npcs that roam the country side or certain areas. It sucks having an entire kingdom inaccessible for your character cause super uber leet necrophidii or golden griffons or whatever you want pop up at random - which is fruity to begin with. The harshness and unfunness of being banished from a country is what makes the naked surrender tactic a necessity for people.

Law vs. crime should be more of an inter-player conflict and less hard coded.

I really don't remember tribunal defense being as exciting as in the original post. Attackers are bright enough to come when the tribunal members are at a disadvantage. Almost all of my tribunal fights were either hopeless causes or exercises in futility (chasing after people who already left).

I like the guards. They've made inns safer places to RP. They punish people for killing everybody in sight, instead of their actual target. These are good things.

The only restriction I'd make is that bounty NPCs should only appear in law areas. Cutting people off from large areas of the game seems a bit excessive, and a poor IC use of resources.
