I have to agree with this, mainly because in most MUDs I've played, mounted combat is rightfully considered a skill unto itself. Rightfully, because staying on a horse (I use this as an example because I've actually ridden a horse and not, say... a dragon
) isn't as easy as it sounds. If somebody were riding a horse, and someone comes at you in an attack, and you don't have the skill necessary, there's a fine chance that you're not going to be doing any attacking whatsoever if you actually manage to stay on the horse... and more likely, you're going to get knocked off onto your heiney and risk getting trampled by an animal that likely wasn't made for combat in the first place.
Of course, that's playing the utter realism card, but ultimately I think you're right. Being stuck on a horse is just plain weird. Have them get knocked off, take some trample damage and a prone state, then back to plain old combat.
