achernar, you have no solution, because there is no problem.
I'm going to nip this in the bud before I let the sk rumor mill grasp ahold of it.
#1) In the log you are showing, you are being chased by a necro with a controlled undead to kill you with. He couldn't be avoiding the law if he's doing this. Stop hiding under this lie because you don't like the fact undead are aggro.
#2) The second claim is the necro brandished a stave into a group after releasing undead...again, not avoiding the law.
#3) Both times mentioned has been a single necro releasing into a group of people. It's a tactic, if you don't like it, don't [REDACTED] off a necro.
#4) Additionally, the NPCs leave after they have no one to chase down. They will leave immediately if you word or teleport away. They do not linger like they used to, so unlike the times of yesteryore, this is now a viable tactic that has minimal collateral damage.
#5) Lastly, random folks were not the object, the people attacked were part of the same cabal/alliance of cabals, and the one poor newbie who was level 16 in the room was an imperial recruit.
I'll additionally add, even if a necro does manage to kill you with freed undead, he can't recontrol them (they leave the instant there's no one to chase, seriously) in time to use them again, so they're a perma-loss to him and odds are he can't loot you effectively unless he has another controlled and/or animates. Secondly, you can outsmart the undead quite easily (as with any NPC) or simply dispel the necromancer (causing all his pets to turn against him).
Most cities have guards that insta-attack undead, the cities that don't are Uxmal (no law), Krychire (which uses undead/necros), and Menegroth (which uses them from time to time), so ultimately, you are whining over nothing.
Be smarter than the necromancer, and remember he has to release the undead in the same room as you. Engage him before he has to (undead released while engaged flee and vanish) or carry a WoR vial. As for how 'uber' these NPCs are, I'll laugh at that. Unless you're a caster with no pet, you should fair well against them. They have inferior skills, are to weak a lot of things, and very few are GM level.
This is just like crying a necromancer can have 10 wraiths, or energy drain, or control 3 undead. It's part of the skill set and often times necros are very solo characters fighting against group mentality pk. This is a tactic to level the playing field.
If a necro starts releasing them into newb zones and into inns all the time, randomly, then talk to the necro. But don't whine to the rest of the mud because you haven't the brainpower to either a) not [REDACTED] off a necro or b) defeat this tactic. Hell this is just like the guy complaining about dropping people over cities. Let's make that impossible too!
Ultimately, I laugh at the fact this thread was started by someone who plays a scout in a tribunal because she wants 3 pets (law, bondservant, tame) and abuses that advantage at every possible opportunity (including the fact the law NPCs are aggressive to anyone not in a certain tribunal, which enables the tribunal member to send several into enemies).
