Unless you consider these RP-less PKs Achernar, RPK is not restricted in the use of these commands that you say.
If you are hiring an assassin to PK someone, either you're being a total tool or you have already RPed with your intended target and target knows to watch target's back. The pre-PK RP aspect has been resolved. The assassin would then have to enter into at least a minimal post-PK RP to let the dead target know you hired said assassin to PK said target. Then the RP would be complete.
If, on the other hand, you do the killing yourself, you have already set forth all the RP required within the pre-PK aspect.
Thus ends a brief partial synopsis of RPK rules according to P40, which carry as much value as a practice dagger.
