Yes, you can resist the majority of scrolls if you have greater than a certain amount of willpower. But there is a "significant minority" where you don't resist. The mechanics of how scrolls work make this significant minority an issue.
So fine, do your tests, but remember that, say, a 1 in 4 (resisting the majority)chance of being charmed by a scroll gives a 58% chance of being charmed after 3 scroll recites - which at the moment takes very little time at all - you are more likely than not to be charmed within what, 2 or 3 rounds of combat? And charm now means death if the charmer so wishes it.
If people only have very few strong scrolls then the "decision tree" here becomes much more balanced and interesting.
And I haven't even started to address what Konge refers to.
