Ok well this is my reasoning why it would be a bad idea.
You gain xp by using brew or scribe, you can also brew and scribe in a inn with very little risk. It take less then one second to create a vial of x or a scroll of x. There is a least one shop in every major city that sells scrolls and vials and you can buy a lot of them. Also they do not need a group to help them make a vial or scroll.
A scouts on the other hand risk their lives to get the opportunity to skin. With some of the better materials, a scout needs to get a group to help kill the thing. Scouts cannot stop in the middle of a fight like someone in an inn can. If a scout fails to skin the animal they have to try to track down another thing, risking life again and not just simply wear x. Also just like brew and scribe only some of the skins can be taken to a tailor to be
made over into a more finished garment.
I am sorry but if someone can just buy x scroll or vial, sit in the inn and the brew or scribe, there is no risk. A scout on the other hand has to risk his or her life to get the chance to kill the thing, then skin it.
