It was changed to this way because some tribunal members attacked non-outlaws, only to flee and then report them. It isn't ideal, but that's the reasoning - if only players weren't tools, we could still have the old system, but as it is, this is what we'll have to live with.

Seems to me so much of the code is focused on ending actions of the combat rather then who actually started it. :(

Ok I think this is getting even more absurd. So the guard attacks me for violating a crime and I get sentenced 1 day. That's fine and dandy, but then the judge comes and does this:
Code:
The judge appears at your cell door.
Judge Laurelyn says 'For the attempted murder of a gate guard: imprisonment and minor confiscation of personal property.'
Judge Laurelyn confiscates xxxxx.
Judge Laurelyn frowns.
Judge Laurelyn says 'Your prison sentence is 1 day and 23 hours.'
The judge walks away.


Seriously? This has got to be the most corrupt justice system imaginable. Please please fix?
