Also, the log is split in two parts. In the first one, only Ceciro was outlawed, in the second everyone was.

That's completely false. You never see the words "Halt, Lawbreaker" in that entire log, and not a single midnight guard shows up while they're running around in the city and also through the inn where midnight guards have a 100% chance to spawn even for theft. The only reason that even the crappy guards aggro'd them was because Galthain was in the Keepers.

That's from the second half of the log where you say "everyone was outlawed."

Incidentally, since being banished Ibizlizil hasn't returned to the Empire, and I don't blame him either. All any tribunal (Or defending group) has to do is simply stay one step ahead of the opposing group to ensure that bounty NPCs and now most guard NPCs will do all the work for them.

Fighting bounty NPCs/guard NPCs is crappy, because it entails all the risks of PvP without any of the rewards. It takes either an overwhelmingly larger attacking force, or an unbelievably inept defending force for attackers to win in a city where the attackers are outlawed for anything above attempted mugging (Which is a repeating cycle, by the way, because if you walk around in cities while outlawed, the more guards that spawn, the more you kill and get reported for, so more guards spawn, lather rinse repeat. It's like GTA, except there's no tank).

That's not keeping me out of city PvP by any means, mind you, I'm just saying that since the bounty NPC change (and now the guard NPC aggro change) tribunals have just gotten suckier and suckier to join, because you spend over half the time fighting AI instead of other players, which is the very thing people want to avoid once they're done leveling: In fact, even when you are fighting enemies, if your enemies are any good you end up fighting against insurmountable odds, because the odds -have- to be insurmountable for victory to be achievable in enemy territory. I -loved- PvPing against Destrivai and Alaquel(?) when the two of them would enter Exile and wipe the whole city. After the bounty NPC change, I never saw that kind of PvP again, it was all massive gank squads or summon kills.

The only reason you've not seen me in Menegroth on Ibizlizil is because I haven't been playing for longer than a few minutes at a time. Mood defensive + HoL is so ridiculously imba that it wouldn't matter how many guards spawned on me to be honest with you provided I had a few heal potions on me.

The Association Room
  The smell is a thick and tangible thing. The faecal stench of slop

damp air. This is the Association Room of Exile Gaol, a place where
visitors can spend time with the prisoners privileged with liberty from
their dark cells. Though in truth, not many come here that are not
compelled to stay. Moist and stained straw covers the floor, and torch
brackets are set into the bare rock walls, casting a flickering, oily
light over the chamber and adding to the general miasma. A few tables
and rough chairs are scattered about for the comfort and use of the
inmates. The thick bars of an iron gate guard the dungeon itself to the
south.

Under normal circumstances, we'd spawn three to four in a given room: this particular example (six) was above average, but more than enough to slow down a group. Any semi-qualified PC with ranged damage would be able to completely decimate a group just by staying out of range.

We both agree that bounty NPCs are lame.

I think the thing that is trying to be encouraged here is to use the failure of a system that CRS is by discouraging people from PvPing in cities.

Also to keep newbs from getting their teeth kicked in. I think that newbs like to get their teeth get kicked in though. I might be in the minority though. However, I can deal with that because I am [REDACTED] awesome.
