Exactly. You can't know if the recipient will care to read the public boards. With a mail system you can have notifications upon new e-mail and you can reply to the sender. Also, perhaps you can also know if the recipient has received indeed your mail or not.
How would you propose they would read said notes sent through a mail system? Expect them to check their mail every time they log on, if so then why couldn't they just check the note boards? I can just see the mail system being a waste and end up the same as the noteboards and people then wanting their characters to carry a android phone to check for an e-mail

Although some kind of indication that someone wrote a message addressed to you specifically would be a useful reminder. Perhaps a check at login for unread messages with your name in the to field and an echo along the line of " You have a message from <writer> on <board name>".
Think the Astral watcher guy would inform you if you have a note on the astral board posted directly to you.
