Curious, why do you say that non-tribs should not be able to deposit coin in the trib account?
It's already been mentioned, but the only reason you should need to deposit into a tribunal account without waiting for a tribunal member is if you're trying to use bounty NPCs to help you defend without being in the tribunal yourself. If you want to defend a city with the help of the guards, join a tribunal. Otherwise, join a cabal and do your own work instead of tossing 20 NPCs in the way.

Wouldn't the opposite be true then. If you want to drain a tribunal's account you have to wait till they are online?

It is kind of relevant though. You should expect bounty NPCs to continue to spawn even if the are no active members of that tribunal. Obviously the kingdom would still be footing the bill in some way.

Obviously, the kingdom is not footing the bill at all, save through tax. The tribunal coffers don't fill by themselves just because tribunal members are online.

So why not let people donate to it?

I feel like we're going in circles here. It's easy to donate to a tribunal fund. Give money to a tribunal member and ask them to deposit it.

I don't know if it is the same with all tribs, but one of the trib leaders told me they don't keep much money in the coffers when they leave is because it will be drained by others using techniques to drain it while keeping themselves safe.

So, right now in that certain trib unless a trib member is about, the coffer is empty. So, if those that are draining accts when the trib is offline, why can't citizens donate when the trib is offline?

There are already too many reasons to go cabal instead of trib, cabal members don't need the added benefit of hiding behind the tribs NPCs during pvp, especially not when every cabal except hammer has the capability of effing you over at range while TWO enemy pcs spawn 6 guard NPCs a room. If you want this crap, join the trib. You can't have your cake and eat it too.

I'm not sure how else I can state it. Citizens can't deposit into the tribunal account because they aren't in the tribunal, and they shouldn't be able to.

If a citizen wants to deposit into the tribunal account and take up the guard, he should join the tribunal. He should not expect to be able to deposit into the tribunal so that he can use bounty NPCs to his own advantage anymore than he should expect to be able to order NPC guards.
