The fact that a single priest, sorceror or any other gate casting person can open a gate for up to 9 of his buddies to roll through, all within ~3 rooms of the inns has a lot to do with it. Take Menegroth. The gate target is a whopping 2 moves. Southwest then north and you're in the inn. Even with bounty NPCs they're downed within 10 seconds with a group. Zhenshi, west, then west. Two rooms again. Sith'a'niel is a little bit farther as I believe 3 rooms while the Moot, if it still works has a target DIRECTLY TO THE INN. Correct me if I'm wrong on this. Pair that with the fact of that stupid scrying item and guess what? The inns remain empty. I've had a character walk through the kingdoms looking for RP. No one wants to sit in the inns because of all the ganking that happens there.
