It's a rule.
If an organization and its leadership can't get to the bottom of your intentions and make a decision on you in that time, they're doing it wrong, and you should report them to the appropriate KD.
This, this, and also more this. If leadership are being tools, report them for it. It's bloody brain damaged to mistreat prospective members, I don't care how evil your faction is supposed to be. It's detrimental to the health of the faction itself.
Also, rofl, wtf? Never thought to ask OOC about membership in other factions or clarify intent?! Seriously, as Finney said that's leadership 101. I'm pretty sure it's even part of the basics that're posted in stickies on the leadership boards. Another (unstated) rule about leadership is this: If you want your faction to be more than a footnote in your era of SK, recruit anyone and everyone that even remotely expresses the mildest of interest. If they don't like it, or end up not fitting properly, they'll delete or you'll remove them. Not being ACTIVE in your recruiting is how factions end up barren, and then completely dead.
