Yes, it means that it has mana or move costs, but note that those changes have been in place the better part of six months.

So will current items enchanted be reverted. or will they stay the same until we reacquire them.

For instances: If I fade my weapon now. Will is fade back to the original?

Current items have exactly the enchantments that you put on them prior to the update. But if you do any fading, it will revert to the original innates.

Generally, can a weapon with no innates hold more enhancements than a weapon with some innates? Or is the limit to enhancements separate from innates?

It is separate now. There is no benefit to starting with gear that has no innates.

What's the rationale here? Doesn't this functionally give people innate detect aura in situations where they attempt to mentor across alignment?

Or is it just for the "mentor" command and not for the "teach" command - maybe I am misunderstanding.

With these changes is there an accuracy/damage cap on the weapons system like that of the speed cap?

This is to receive mentor notifications. And it doesnt tell you alignment, just the absense of someone being a potentially hostile alignment.
